Residents of a 17th Street home were inside when they spotted Christopher Sails, 40, outside on May 6 around 2 a.m., police said, The residents said Sails was peeping inside of their home on March 27.  Responding officers found a man matching the description given by the residents, and identified Sails as the suspect.
