Desperate Plea Made From Family Of 15-Year-Old Killed In DC Drive-By Shooting Support is swelling around the family of 15-year-old Niomi Russell, who was shot and killed over the weekend by drive-by shooters in Southeast DC.  Russell, a Northwest DC native, was found shot and killed late on Sunday, April 14 inside an apartment building in the 2400 block of Elvans Road. She was pronounced dead at the scene by members of the Metropolitan Police Department who heard the gunshots ring out and rushed to investigate the incident.
