The tropical system is expected to travel up the coast and bring heavy rain to the region Thursday night into Friday night.
The National Weather Service warns that flash flooding is also possible Thursday into Thursday night while a cold front moves through the area that could interact with tropical moisture from Arthur.
Humidity and warm temperatures are expected to continute through Thursday with a high temperature of 86 and a 60 percent chance of rain and thunderstorms.
Accuweather.com expects the storm to turn east and head out to sea, which could provide some clearing by Friday evening for fireworks.
Friday will be cooler, with a high of 81 and a 50 percent chance of rain and thunderstorms earlier in the day.
Skies will clear for Saturday and Sunday with temperatures in the low 80s.
