Convict Busted For Child Porn Offenses Reports Move Into White Plains

A 47-year-old Westchester man has been released from prison and reported a move back into the county after being found guilty of possessing dozens of digital files depicting child pornography.

The New York State Department of Corrections issued an alert this week to Westchester residents regarding the residency of Johnny Manjarrez, who reported a move from the Riverview Correctional Facility in Ogdensburg to a shelter on East Post Road in White Plains.

The Division of Criminal Justice Services has assigned Manjarrez as a level two threat, which means he is at "moderate risk of a repeat offense."

Westchester District Attorney Anthony Scarpino, Jr. announced in September last year that Manjarrez, then a Port Chester resident, had been sentenced to a term of between two and six years in state prison after being convicted by a jury of 50 felony counts of promoting an obscene sexual performance by a child.

Between Feb. 24 and Feb. 28, 2016, an investigator at the Westchester District Attorney’s Office downloaded 21 digital files depicting obscene sexual performances by children, from Manjarrez's computer via the Bit Torrent peer-to-peer file sharing network, according to the Westchester DA's office.

The investigator proceeded to use a law-enforcement specific program that allowed him to download files from a single source. In March 2016, Scarpino’s investigators executed a search warrant at Manjarrez’s home and recovered computer devices, which resulted in the recovery of additional files depicting children engaged in obscene sexual performances.

Manjarrez was charged on May 6, 2016, and surrendered himself into police custody the following week for arraignment in Port Chester Justice Court. He was subsequently released on his own recognizance. Manjarrez is now under the jurisdiction of the White Plains City Police Department.
