The lawyer and father of three fills the vacancy left by David Buchwald, who won his bid for the 93rd District in the state Assembly in November and was sworn in Jan. 1.
"I'm very proud," said his wife Susan, who stood with him as Mayor Thomas Roach swore him into office. "He's worked hard on a lot of issues."
Kirkpatrick worked on the White Plains Comprehensive Plan in the 1990s and has been a member of its league of conservation voters, said Council member Dennis Krolian, whose nephew was roommates with Kirkpatrick's son Andrew in law school. Kirkpatrick raised his three children with his wife in White Plains. They have lived in the Carhart, Fisherhood and Gedney Farms neighborhoods, he added.
"I am very pleased to be here," Kirkpatrick said.
The newest council member will complete Buchwald's term, which expires Dec. 31, 2013.
The council also appointed Michael Schwartz to the Mayor's Budget and Management Committee to a term also set to expire Dec. 31, 2013. He replaces Patrick Austin, who had volunteered on the committee for the last 10 years, said Council President Beth Smayda, who is chair of the committee.
"He brings a wealth of professional and volunteer experience to the committee," she said.
Schwartz was formerly chair of the undergraduate business school of Pace University.
