According to the order, homeless individuals are to be directed to shelter when the temperatures drop to 32 degrees Fahrenheit or lower. Freezing temperatures can lead to hypothermia, frostbite and other serious injuries and death.

The order ensures assistance from the state to local services districts if they are lacking resources, facilities or expertise to facilitate the transfer of homeless individuals to sheltered locations.

New York has more than 77,000 emergency shelter beds for the homeless.
