White Plains Police Promote Three, Hire Two

WHITE PLAINS, N.Y. — Matthew Johnson and Marc Dannibale joined the White Plains Police Bureau Friday during a hiring and promotions ceremony that also saw three senior members of the department rise in the ranks.

The highest-ranking officer, Sgt. Todd Moskalik, was promoted to lieutenant. White Plains Public Safety Commissioner David Chong, who swore all officers into their new posts, said Moskalik was a third-grade, second-grade and first-grade detective and helped the department establish its intelligence office after 9/11 and its new K-9 Unit.

Det. Antonio Nolletti, who was assigned to the narcotics division, was promoted to  sergeant.

"Det. Nolletti has served with distinction and honor in our department," Chong said of the former Marine. "This promotion to supervisor is highly deserved."

Officer Andrew Harrington was promoted to detective third grade.

"The rank of detective is something you cannot study for. The rank is something you must earn, it is a designation," Chong said. "The detective shield is one of the most recognized shields in law enforcement."

Chong also appointed the Rev. Erwin Trollinger as the city's honorary chaplin and Reggie Zamora as a volunteer officer to the Auxiliary Police Department.

The commissioner also had some words for the departments newest members, Johnson and Dannibale.

"The members you see here that got promoted here before you, we want you to take a look at them and you should be aspiring to be, one day, just like them," he said.

Johnson said he comes from a family of public servants, including several aunts who work in the White Plains public schools. He said he also has family members who work in the city's Department of Public Works.
