An upstate man whom the FBI said pledged allegiance to ISIS was arrested after allegedly plotting a machete attack at a restaurant and bar in Rochester on New Year's Eve, according to a criminal complaint filed in U.S. District Court you can read here.

Emanuel L. Lutchman, a 25-year-old Muslim convert, has been charged with providing material support ISIS. He has a criminal history that includes a five-year sentence for robbery.

Lutchman, who reportedly has mental issues, was apprehended with the help of informants paid by the FBI, according to NBC News. He was also reportedly considering using a pressure cooker bomb in the planned attack and purchased supplies for the attack at a local Walmart on Tuesday, Dec. 29.

“The arrest of Emanuel Lutchman is an important reminder of the new normal of global terrorism," Gov. Andrew Cuomo said in a statement Thursday afternoon. "Today, law enforcement did their job well – but the challenges we face have never been greater, and it is incumbent on every citizen to be diligent and responsible.

"I want to reassure all New Yorkers and our state’s visitors that we are taking every precaution to keep people safe, and are in regular contact with our partners in both the federal government and local communities, statewide.

"I commend the Department of Justice as well as the FBI’s Rochester area Joint Terrorism Task Force, including the State Police, for their hard work and diligence in preventing this possible attack.”
