WHITE PLAINS, N.Y. -- The White Plains Public Safety Department celebrated four promotions Monday morning by inviting family and friends to watch officers take oaths associated with their new positions.
Public Safety Commissioner David Chong opened the ceremony by explaining that securing a promotion in such a large department was competitive.
Its always a good day when we get to recognize our heroes, said Chong. I will tell our promotees today that they went against some really stiff competition and there were a lot of people that deserved to be promoted on the job, but you guys in this particular period stood out and earned your promotions.
Joseph Castelli was then sworn in as a captain in the police department, making him among Chongs executive branch. Kevin Farrelly, who has worked as a detective sergeant and on patrol, was promoted to a lieutenant of the police department. The police department also got a new sergeant when Dennis Doherty, who has earned a gold shield award as a detective, took his oath.
Brian Hickey, who has spent more than six years in the fire department, was promoted to a lieutenant of the fire department.
Mayor Thomas Roach attended the ceremony and said continually analyzing the leadership structure of fire and police officers helped build strong departments.
We have a wonderful command structure here and we have wonderful police officers and firefighters, said Roach. I know if youve passed muster with him [Chong] and with your chiefs, youve a very high caliber officers.
