WHITE PLAINS, N.Y. -- White Plains police said officers charged two people with crack-cocaine-related crimes over the weekend.
Plain clothes officers were sent to the Galleria when police reported what they believed to be a narcotics transaction in a nearby parking lot stairwell at 7:20 p.m. Friday.
Police said Harvey Palmer, 52, of New Rochelle, placed a crack pipe on his lips just before police said they flashed a badge. He dropped the pipe and a piece of plastic and bolted, according to police. Officers caught up with him on the second floor of the garage and arrested him.
Police said they recovered a shattered crack pipe and a piece of plastic with an off-white residue that appeared to be left from crack cocaine.
He was charged with one count of seventh degree criminal possession of a controlled substance, a misdemeanor.
Officers said they spotted a second crack-pipe Sunday evening. Police said Harold Oliver, 70, of Valhalla, dropped a pipe lined with what appeared to be crack cocaine residue when police approached him on Post Road.
He was arrested and charged with one count of seventh degree criminal possession of a controlled substance, a misdemeanor.
