Roach succeeds Mayor Mary Marvin of Bronxville as president. The WMOA provides a forum for all of Westchester's 45 cities, towns and villages to study and discuss issues of mutual concern. The association, which was founded in 1938, plans activities and takes actions on issues that will have a beneficial effect upon the public safety, health and welfare of its members' citizenry.
A graduate of the State University of New York University at Albany and the State University of New York Buffalo Law School, Roach was elected to the White Plains Common Council in 2001. He became acting mayor in 2011, and was elected mayor in a special election shortly thereafter. He was re-elected in 2013. As mayor, he has worked to maintain strong city services under difficult financial conditions, produced budgets that comply with the state mandated tax cap, maintained the city’s AA1 credit rating and improved its outlook to stable.
Roach recently served as a member of the Tappan Zee Bridge Mass Transit Task Force and is currently first vice president of the New York Conference of Mayors.
“I have found WMOA to be a valuable forum in which to share ideas and discuss solutions to the many issues that impact municipal governments, regardless of the size of our municipality or where it is located within the County,” said Roach. “We are united in interest regarding most of the major issues facing our communities. By working together, we strengthen our voice as we address these issues.”
He lives with his wife and two children in White Plains, the fifth generation of his family to call White Plains home.
