Man Charged With Drug Possession In White Plains

WHITE PLAINS, N.Y. – Police arrested a group of men accused of smoking marijuana in a public parking lot and charged one with possession of cocaine.

While doing surveillance of the 9 Chester Ave. late Tuesday night, police say they saw Carlos Perez, 29, smoke a brown cigar they believed to contain marijuana. The Bronx man was standing between two cars parked in the lot, along with two other men, Jean Claude Carrillo, 22 of Yonkers, and Francisco Romero, 26 of Elmsford.

Perez then passed the cigar to Carrillo. While Perez and Carillo were smoking, Romero stepped into the next space and urinated, police said. When officers pulled into the lot to stop the three men, Perez dropped the cigar near his foot. Police recovered it, then searched the three men. They found on Perez a summons from the City of White Plains containing what police believed to be marijuana in his coat pocket and a folded one dollar bill containing what they believed to be cocaine in his coin pocket.

The three were arrested and taken to police headquarters.

Perez was charged with seventh-degree criminal possession of a controlled substance, fifth-degree criminal possession of marijuana, both misdemeanors, and unlawful possession of marijuana, a violation. He was released on $800 bail.

Carrillo was also charged with fifth-degree criminal possession of marijuana and released on $250 bail. Both are due in court Feb. 28.

Romero was charged with public urination and held on $100 bail.
