An accident that blocked the shoulder on a stretch of southbound I-684 caused stop-and-go delays during the Tuesday morning commute.
The incident, reported at 8 a.m., was at Hardscrabble (Exit 8) in Croton Falls, with traffic backed up to I-84 (Exit 9).
