Greenburgh Approves First Comprehensive Plan

The action follows an environmental review process and is based on a recommendation of consultant Ferrandino & Associates Inc., which determined the plan would not have negative environmental impacts, according to a release.

Councilman Francis Sheehan and the Comprehensive Plan Committee worked eight years on the plan, interacting with civic groups and residents, holding public hearings and making changes after obtaining community input.

Plan highlights include:

Support for growing industry sectors. The plan identifies two opportunities for strengthening the research and development sector, a strategy that has largely been implemented in the vicinity of the Landmark at Eastview campus.

Here, a rezoning consistent with the draft plan at the time facilitated the private purchase of a key 100-acre site that now is the subject of a proposal for over 1 million square feet of new research and development space in the town. 

The proposal which represents a potential 10-year buildout is anticipated to bring 2,500 new jobs to the Town. 

Another strategy will be to explore a comparable rezoning in the Ardsley portion of town, south of Ardsley. 

Here, there may be potential for expanded research and development, which would augment the presence of this industry sector in this portion of town. 

Sustainability: The plan contains numerous policies associated with green construction practices, environmental stewardship (enhancing tree preservation, steep slope protection, wetland protection, etc.) and enabling sustainability-based grant funding. 

 Land use board support:  The plan will be used extensively by towns boards and committees a reference for improving development proposals.

Infrastructure Upgrades :The plan's consistency with the Mid-Hudson Regional Sustainability Plan and Regional Economic Development Council Plan strongly position the town with regard to future consolidated funding applications, particularly with respect to infrastructure projects. 

Commercial Corridor Focus: The plan contains numerous policies that will facilitate a modernization of the zoning ordinance for the Route 9A (Saw Mill River Road), Route 119 (White Plains-Tarrytown Road) and Route  100 (Central Park Avenue).
