County Board Gets Zoning Analysis Crucial To Completing Housing Settlement

WESTCHESTER COUNTY, N.Y. – The Westchester County Board of Legislators has received the anticipated zoning analysis needed to complete the 2009 Fair and Affordable Housing Settlement.

Federal Housing Monitor James Johnson released his initial memo regarding the "Huntington Analysis" of 31 Westchester County communities identified in the Fair and Affordable Housing Settlement.

The analysis examines census and zoning information based on race in each community to see if those data groups interact to contribute to an unequal impact on minority housing choices.

Out of 43 Westchester County communities, 31 were identified as eligible for analysis. Of those 31 communities, 25 have been considered by the Federal Monitor to have no zoning laws that might lead to exclusion or unequal impact on affordable housing choice. Six communities were named under the "Huntington Analysis.” Johnson will provide an opportunity over the coming weeks for responses from the communities listed in the report.

"We are glad to receive this initial analysis and as was the case with the previous Berenson test, the sky has not fallen and the county executive's predictions of a federal takeover of municipal zoning has not and will not happen," said Board of Legislators Chairman Michael Kaplowitz (D – Somers).

"Now that we have the facts and hard data available, it is time to dispense with the overheated rhetoric, roll up our sleeves and work together to put this settlement behind us, once and for all."
