Rain Can't Spoil Fun at White Plains St. Patrick's Day Parade

WHITE PLAINS, N.Y. -- The start time was moved back an hour, but a steady rain still soaked marchers and spectators alike Saturday at the 18th annual White Plains St. Patrick's Day Parade on Mamaroneck Avenue.
