WHITE PLAINS, N.Y. -- Now that it feels like spring, it's time to get out of hibernation and start making plans.

Such is the hope of the folks behind ArtsWestchester, who recently launched ARTSEE, a cultural festival spanning 70 events across the county.

March 17-April 11: Maureen McCourt: "Secondhand Clothing Conversation," at Westchester Community College Center for the Digital Arts, Peekskill Extension. This interactive art installation investigates the global, economic and cultural implications of the secondhand clothing trade.
