GPS Ankle Monitor Helps Harford County Sheriff Crack 2022 Murder

New details have been released by the Harford County Sheriff's Office days after investigators arrested a murder suspect who was sporting a GPS monitor during the shooting that has aided their search for other co-conspirators.

On Monday, March 13, the Harford County Sherif’s Office arrested Joseph Albert Ashley, 30, and charged him with murder and other offenses in connection to the death of Angello Osborne last year.

According to a sheriff’s spokesperson, on April 12, 2022, investigators were called to the 100 block of Reider Court in Edgewood, where they found Osborne suffering from multiple gunshot wounds.

The investigation found that on the day of the murder, Osborne arrived home from work and was talking with an acquaintance over FaceTime in front of his apartment when he was shot, approached by multiple people who chased him and shot at him as he fled, the agency said announced on Wednesday, March 15.

Osborne was treated at the scene by members of the sheriff’s office and paramedics, though he did not survive the shooting.

Officials said that after the gunshots, a grey car with dark window tint parked near a dumpster was spotted leaving the area, which was caught on surveillance cameras near the team of the shooting.

"Investigators have pursued and continue to pursue leads in pursuit of additional suspects," they added.

During the course of the near yearlong investigation, Ashley was identified as one of the suspects, and he was apprehended on Monday morning.

At the time of the shooting, Ashley was on home detention and wearing a GPS ankle monitor, which "has and continues to aid investigators in not only placing Mr. Ashley at the scene of the. incident, but has also allowed investigators to pursue additional suspect."

Ashley was charged this week with:

  • First-degree murder;
  • First-degree assault;
  • Use of a firearm in the commission of a felony or violent crime.

He is being held at the Baltimore County Detention Center on unrelated charges for a separate incident.

The investigation into Osborne’s murder is ongoing.
